Towards Metrics for Assured Time: A Report

Critical infrastructures that are dependent on accurate timing span a variety of applications ranging from smart grids for delivering power, to communication networks supporting national security and public safety, to the high-speed trading that is an integral part of modern financial markets.

NIST, under funding from the DHS S&T (Department of Homeland Security, Science and Technology Directorate) is spearheading the development of a conformance program aimed at mitigating the vulnerabilities and expanding the interoperability of timing infrastructure. Here, we report the recent progress in the development of a conformance program for timing infrastructure and provide definitions for a set of attributes describing assuredness for time. Ongoing efforts to use them to describe and elaborate upon the existing time dissemination techniques, with the intent of comparing their capabilities in terms of both accuracy and assuredness will also be presented.
